В российском правительстве снова рассматривают вопрос о введении потолка потребления электроэнергии на квартиру, пишет «Коммерсант». Суть в том, что на одно домохозяйство будет введена определенная норма электричества. Если не превышать ее, тариф будет пониженным. Если же ее превысить, итоговая цена будет гораздо выше.

Социальную норму правительство хотело ввести еще в 2013 году, но в итоге реформу решили отложить. Произошло это из-за неоднозначных ее итогов: в зависимости от региона результаты сильно разнились. Где-то в рамки нормы (тогда она была 50-190 кВт/ч) укладывались до 90% домохозяйств, а где-то — лишь 9%. Все, кто превышал норму, платили по повышенной ставке (максимум на 30% больше). Разница могла объясняться многими факторами, в том числе, например, уровнем газификации местности. Там, где газом не пользуются, соответственно, выше процент тех, кто не вписывался в норму из-за электроплит. При этом для последних правительство предусматривало льготы: надбавку к потолку нормы. То же самое хотели ввести и для домов с электрическим отоплением.

Нынешняя инициатива несколько отличается, как сообщает издание. Потолок нормы теперь может быть выше, — 300 кВт/ч в месяц — он будет оплачиваться по базовому сниженному тарифу. Все, что выше, будет дороже. При этом сейчас на одно домохозяйство в среднем приходится расход в 200-220 кВт/ч. То есть в большинстве регионов граждане должны уложиться в норму, как считают в правительстве. Также по новой схеме льготы для одиноких пенсионеров сохранят, а вот для квартир с электроотоплением, электрическими плитами и для селян (для них была положена надбавка в 90 кВт/ч на домохозяйство), наоборот, постепенно отменят.
