Москва, 15 декабря — «Вести.Экономика». Минстрой, Центробанк и Агентство ипотечного жилищного кредитования (АИЖК) придумали, как отказаться от использования средств граждан при строительстве жилья и заменить их банковским кредитованием.
Президент Владимир Путин поручил правительству, ЦБ и АИЖК подготовить такой план к 15 декабря. Документ внесут в правительство в срок, пишут «Ведомости».
План не предполагает отказа от продажи жилья на этапе строительства. Вместо этого с 1 июля 2019 г. застройщикам предлагают запретить принимать деньги граждан за непостроенные квартиры. Плату за жилье покупатели будут вносить на особые счета в уполномоченных банках.
Застройщик сможет начать продажу квартир после получения разрешения на строительство. Как и сейчас, покупатель и застройщик обязаны заключать договор участия в долевом строительстве и регистрировать его в Росреестре. Третьей стороной договора станет уполномоченный банк, имеющий право открывать особые счета для граждан. Деньги за квартиру застройщик не получит.
Вместо этого все средства зачислят на особый счет, до тех пор пока застройщик не завершит строительство дома. Банк не начислит проценты на эти средства.
Если застройщик не сможет выполнить обязательства, покупатель заберет со счета в банке свои деньги. Просто так забрать деньги со счета покупатель не сможет, за исключением случаев, когда застройщик нарушит сроки ввода объекта в строй.
На случай отзыва лицензии у банка предусмотрено гарантийное покрытие за счет фонда страхования вкладов — до 10 млн руб.
